The KRPL program is the concept of growing and utilizing yards for meet the food and nutritional needs of families in a diversified manner based on local resources, environmentally friendly, and sustainable, but problems were found in Sungsung Village, Simpang Nadong Village and Kambiyain Village such as targets that could not be achieved optimally due to limited resources of facilities and infrastructure such as the absence of limited yards for sowing seeds, cooperation between agencies that are still not optimal, especially the Office of Food Security, Agriculture and Fisheries of Balangan Regency with local Village Officials who are the object of the Sustainable Food House assistance, socialization of the Sustainable Food House program which is less than optimal. The purpose of the study was to determine the implementation of the Sustainable Food House Area Program in Tebing Tinggi District, Balangan Regency and the factors that influence it. This study used descriptive qualitative method. Data collection techniques through observation, interviews and documentation. This study took as many as 12 research informants with snowball sampling technique. Data analysis includes domain, taxonomy and component techniques. The data credibility test includes the extension of observations, increasing persistence, using reference materials, conducting member checks. The results of the study state that the implementation of KRPL in Tebing Tinggi District, Balangan Regency has not been effective, seen from: First, in terms of environmental conditions including geographical conditions in Simpang Nadong Village, Kambiyain Village and Sungsum Village, it does not hinder the implementation of KRPL, social conditions of the community in Simpang Nadong Village , Kambiyain Village and Sungsum Village, the majority of which are farmers/planters, have become the recipients of the aid. The economic condition of the community is seen from the income level in Simpang Nadong Village, Kambiyain Village and Sungsum Village the average is Rp. 1,500,000, - up to Rp. 2.500.000,-. Second, inter-organizational relations include cooperation between policy-implementing organizations which have not been effective as seen from the low coordination between local governments and village officials. Third, in the aspect of resources, including human resources that have not been effective due to a lack of officers, financial resources are classified as effective to be distributed in Simpang Nadong Village, Kambiyain Village and Sungsum Village, infrastructure resources are quite effective. Fourth, on the character aspect of the implementor institution, which includes the ability of Food and Agriculture Security in Balangan Regency and Gapoktan to implement programs that have not been effective because they are seen from the aspects of fostering and supervising the growth stage, development stage and independence stage which are still minimal. The factors that influence the implementation of KRPL in Tebing Tinggi Subdistrict, Balangan Regency include the driving factor, namely sufficient information in the data collection process, then the inhibiting factors include there are still poor people who have not received assistance, the lack of socialization of aid programs, and ineffective supervision of the process. data collection of poor people receiving aid to distribution of aid due to low cooperation and coordination between the government and local village officials. In order for the implementation of KRPL in Tebing Tinggi District, Balangan Regency to be achieved, it is recommended that the Head of the Food Security and Agriculture Office of Balangan Regency, improve supervision related to data collection for the poor, and budgeting is in accordance with the needs so that data collection for the poor is not misdirected, the Head of Simpang Nadong Village. , Head of Sungsum Village, and Kambiyain Village to participate in conducting training and education programs to improve the economy of the poor
